A member of the Paris Bar, Julien Anfruns heads Bersay’s public business, energy and environmental law practice.
He advises industrial companies, energy operators and public entities on their dealings with the administration, and represents them in the resulting litigation. His practice covers public business law, administrative and tax advice to non-profit organisations (endowment funds, foundations, associations, unions, professional federations and others), environmental and energy law, and ESG and CSRD compliance.
A former member of the Conseil d’État, he sat as a judge in the 9th Chamber of its Litigation Section, hearing tax, energy, economic law and public business law cases, and advised the government within the Administration Section, mainly the Ministry of the Armed Forces, the Ministry of Economy and Finance and the Ministry of the Civil Service.
At the government’s request, he took part in the international mission that introduced endowment fund legislation in France. He ran legal and financial affairs at the Louvre and negotiated the Louvre Abu Dhabi agreement, then held executive positions within international industrial groups on CSR, environmental and circular economy matters.
A graduate of the École nationale d’administration and Sciences Po Paris, he is a CSRD auditor certified by the H2A, the French audit authority. He lectured at Sciences Po Paris from 2003 to 2008 and has advised the Tunisian and Indonesian governments on public law and judicial ethics. He speaks French, English, German and Spanish.
